managed.<\/p>\n\n\n\n<p>For many years, Bengaluru was governed by a single municipal body, the <strong>BBMP (Bruhat Bengaluru Mahanagara Palike)<\/strong>. As Bengaluru grew, managing traffic, garbage, roads, and public services became more challenging for a single authority.<\/p>\n\n\n\n<p>The new Act addresses this by dividing the city into smaller administrative units while creating a central authority to coordinate city-wide planning and decision-making.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"New_Three-Tier_Governance_Structure_GBA_Corporations_Wards\"><\/span><strong>New Three-Tier Governance Structure (GBA, Corporations, Wards)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The biggest change under the GBG Act is the new three-tier structure. Each tier has a defined job, so there is less confusion about who is responsible for what.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Is_the_Greater_Bengaluru_Authority_GBA\"><\/span>What Is the Greater Bengaluru Authority (GBA)?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The <a href=\"https:\/\/bbmp.gov.in\/\"><strong>Greater Bengaluru Authority<\/strong><\/a><strong> (GBA)<\/strong> is the <strong>top body<\/strong> in the new system. It works at the <strong>metropolitan level<\/strong> and acts as the <strong>planning and coordinating authority<\/strong> for the entire Greater Bengaluru area.<\/p>\n\n\n\n<p>Key facts about the GBA:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Chief Minister of Karnataka leads the authority as its chairperson, and the Deputy Chief Minister serves as the co-chairperson.<\/li>\n\n\n\n<li>Its members include ministers, MPs, MLAs, and MLCs from Bengaluru, along with the mayors of all five municipal corporations.<\/li>\n\n\n\n<li>The authority is supported by an Executive Committee, which is led by a minister nominated by the Chief Minister. The Chief Commissioner serves as the committee&#8217;s member secretary.<\/li>\n\n\n\n<li>Its head office is at the <strong>Kempegowda Civic Centre, Hudson Circle<\/strong> the former BBMP head office.<\/li>\n<\/ul>\n\n\n\n<p>The GBA&#8217;s main job is to <strong>harmonise planning, development, and services<\/strong> across the five corporations. The authority manages city-wide planning and coordinates major services such as roads, water, metro, and waste management across all corporations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Five_New_City_Corporations_of_Bengaluru\"><\/span>Five New City Corporations of Bengaluru<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Under the new governance system, the single BBMP has been replaced by five separate city corporations, each responsible for managing a specific region of Bengaluru:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Bengaluru Central City Corporation<\/strong><\/li>\n\n\n\n<li><strong>Bengaluru North City Corporation<\/strong><\/li>\n\n\n\n<li><strong>Bengaluru South City Corporation<\/strong><\/li>\n\n\n\n<li><strong>Bengaluru East City Corporation<\/strong><\/li>\n\n\n\n<li><strong>Bengaluru West City Corporation<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Each city corporation has its <strong>own Council, its own Mayor, and an IAS Commissioner<\/strong>, and is further split into <strong>administrative zones<\/strong> (about two zones each, around ten in total). These corporations have <strong>real autonomy<\/strong> over their own affairs, including <strong>finances, property tax collection, and local infrastructure.<\/strong><\/p>\n\n\n\n<p>Smaller corporations can handle local issues more quickly than one large city-wide body. In general, it should have a <strong>population above 10 lakh<\/strong>, a <strong>population density of over 5,000 per sq km<\/strong>, and <strong>local revenue of more than \u20b9300 crore<\/strong> in the last census year. This makes sure each corporation is big enough to function on its own.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Are_Ward_Committees_and_How_Do_They_Work_Now\"><\/span>What Are Ward Committees and How Do They Work Now?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ward Committees are the local-level bodies in Bengaluru&#8217;s new governance system.<\/li>\n\n\n\n<li>Every city corporation is divided into wards, and each ward has a Ward Committee.<\/li>\n\n\n\n<li>The elected Councillor of the ward leads the committee.<\/li>\n\n\n\n<li>A Ward Committee usually has around 14 members.<\/li>\n\n\n\n<li>About 7 members are chosen through a lottery from registered voters who apply.<\/li>\n\n\n\n<li>This system allows ordinary citizens to take part in local governance.<\/li>\n\n\n\n<li>It gives residents a chance to share ideas and help improve their neighbourhood.<\/li>\n\n\n\n<li>People can raise issues such as bad roads, garbage collection, drainage problems, and other local concerns.<\/li>\n\n\n\n<li>The committee can suggest small development works for the area.<\/li>\n\n\n\n<li>It also helps monitor civic services and local tax-related matters.<\/li>\n\n\n\n<li>The aim is to bring the government closer to residents and make local administration more transparent and accountable.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Happened_to_BBMP\"><\/span>What Happened to BBMP?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>One of the biggest changes introduced by the GBG Act is the end of the single BBMP model. Instead of one municipal body governing the entire city, Bengaluru is now managed through a new multi-tier governance structure.<\/p>\n\n\n\n<p>Under the GBG Act, not only BBMP but also several nearby municipal councils and gram panchayats have been merged into the Greater Bengaluru Authority area. So the new system covers a <strong>larger Greater Bengaluru area<\/strong>, not just the old BBMP limits.<\/p>\n\n\n\n<p>During the change-over, existing officials were allowed to <strong>continue their duties<\/strong> under transitional rules until the new corporations and councils are fully set up, so that services like garbage collection and street maintenance do not stop.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_the_GBG_Act_Affects_Bengaluru_Residents\"><\/span>How the GBG Act Affects Bengaluru Residents<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Here are the main effects:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Smaller wards, closer governance:<\/strong> The number of wards has increased and wards have become <strong>smaller<\/strong>, so each Councillor looks after fewer people. This is meant to improve local attention.<\/li>\n\n\n\n<li><strong>Multiple mayors:<\/strong> There is <strong>no single Mayor of Bengaluru<\/strong> anymore. Each of the five corporations has <strong>its own Mayor.<\/strong><\/li>\n\n\n\n<li><strong>Property tax to your corporation:<\/strong> Each corporation now collects its <strong>own property tax<\/strong> and manages its own budget.<\/li>\n\n\n\n<li><strong>Faster local response (the hope):<\/strong> Smaller corporations are expected to fix hyper-local issues \u2014 roads, drains, garbage \u2014 more quickly.<\/li>\n\n\n\n<li><strong>Possible jurisdiction change:<\/strong> As boundaries are finalised, people in <strong>border areas<\/strong> may move from one corporation to another, so it is wise to <strong>confirm your corporation<\/strong> when applying for khata or building plans.<\/li>\n<\/ul>\n\n\n\n<p>The Act tries to make civic services <strong>more local and more accountable<\/strong>, though the real benefit will depend on how well the new bodies work in practice.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Khata_Rules_Under_the_GBG_Act_A-Khata_vs_B-Khata\"><\/span>Khata Rules Under the GBG Act (A-Khata vs B-Khata)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Act also brings clearer rules for <strong>property records (khata)<\/strong>, which matters a lot to home buyers and owners:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Act <strong>formalises the difference between A-Khata and B-Khata<\/strong> properties.<\/li>\n\n\n\n<li>Importantly, any property <strong>constructed after 30 September 2024<\/strong> is <strong>no longer eligible for a B-Khata.<\/strong><\/li>\n\n\n\n<li>The new bodies have <strong>stronger powers to enforce property tax<\/strong>, including action against big defaulters.<\/li>\n<\/ul>\n\n\n\n<p>For buyers, this means it is more important than ever to <strong>check the khata status<\/strong> of a property and confirm which <strong>corporation&#8217;s jurisdiction<\/strong> it falls under before purchase. Always verify current rules on the official portal, since the khata and tax process is still being streamlined.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Understanding_Bengalurus_New_Ward_Boundaries\"><\/span>Understanding Bengaluru&#8217;s New Ward Boundaries<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Before the new corporations can hold elections, the city&#8217;s <strong>wards must be redrawn<\/strong> \u2014 this is called <strong>delimitation.<\/strong> Because Bengaluru moved from one body to five corporations, the old ward map had to be <strong>completely reorganised.<\/strong><\/p>\n\n\n\n<p>A <strong>delimitation commission<\/strong> was tasked with dividing the city afresh, with each corporation able to have <strong>up to 150 wards.<\/strong> A <strong>draft delimitation plan<\/strong> divided the city into the five zones \u2014 Central, South, East, West, and North. This process has not been without complaints: some residents and civic groups pointed out <strong>odd or fragmented ward boundaries<\/strong> that need fixing.
