The main change is&nbsp; the <strong>annual turnover limit for startup recognition has been doubled from \u20b9100 crore to \u20b9200 crore<\/strong>. The 10-year age limit stays the same for regular startups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three other things changed at the same time:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A new Deep Tech Startup category was created, with a 20-year age window and a \u20b9300 crore turnover ceiling.<\/li>\n\n\n\n<li>Cooperative societies can now get startup recognition for the first time.<\/li>\n\n\n\n<li>A negative list was added telling startups where they must not spend their money.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u20b9200 crore is the limit for <strong>recognition<\/strong>, not for the tax holiday. The Section 80-IAC income tax exemption still has its own <strong>\u20b9100 crore<\/strong> limit written in the Income Tax Act. class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The turnover limit is the maximum yearly sales a company can have and still be called a &#8220;startup&#8221; by the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier, if your annual turnover crossed <strong>\u20b9100 crore<\/strong> in any financial year since incorporation, your DPIIT startup recognition ended. From February 2026, that line has been moved to <strong>\u20b9200 crore<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rule is worded as &#8220;turnover has not exceeded \u20b9200 crore in <strong>any<\/strong> financial year since incorporation&#8221;. So it is not only about this year&#8217;s number. If you crossed the limit in an earlier year, that counts too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government did this because the old limit was creating what founders called a <strong>graduation cliff<\/strong>. A company crossing \u20b9100 crore in sales is usually hiring fast, entering new cities and still burning cash. That was exactly the moment it lost tax benefits, government tender advantages and seed fund access. Both changes came in the same notification. However, many summaries talk only about the wider eligibility.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Is_Turnover_Calculated_for_Startup_Recognition\"><\/span><strong>How Is Turnover Calculated for Startup Recognition?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Turnover means total sales or revenue of the entity, not profit. A company with \u20b9150 crore of sales and a \u20b920 crore loss is still at \u20b9150 crore turnover.<\/li>\n\n\n\n<li>It is measured per financial year (1 April to 31 March).<\/li>\n\n\n\n<li>It is checked for every year since incorporation, not just the latest year.<\/li>\n\n\n\n<li>The department verifies it from your audited financial statements and annual returns filed with the Registrar of Companies, or with the <a href=\"http:\/\/www.incometax.gov.in\/iec\/foportal\/\"><strong>Income Tax Department<\/strong><\/a> in the case of partnership firms.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">So there is no scope for a different number in your application and in your ROC filings. They are cross-checked.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Who_Is_Eligible_for_DPIIT_Startup_Recognition\"><\/span><strong>Who Is Eligible for DPIIT Startup Recognition?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You can apply if you tick all of these:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Entity type:<\/strong> <a href=\"https:\/\/whizseed.com\/service\/private-limited-company-registration\">Private Limited Company<\/a>, <a href=\"https:\/\/whizseed.com\/service\/online-llp-registration-india\">Limited Liability Partnership (LLP)<\/a>, Registered <a href=\"https:\/\/whizseed.com\/service\/partnership-firm-registration\">Partnership Firm<\/a>, or Cooperative Society.<\/li>\n\n\n\n<li><strong>Age:<\/strong> Not more than <strong>10 years<\/strong> from the date of incorporation or registration. For Deep Tech startups, up to <strong>20 years<\/strong>.<\/li>\n\n\n\n<li><strong>Turnover:<\/strong> Not above <strong>\u20b9200 crore<\/strong> in any financial year since incorporation. For Deep Tech, <strong>\u20b9300 crore<\/strong>.<\/li>\n\n\n\n<li><strong>Original business:<\/strong> The entity must not have been formed by splitting up or reconstructing an existing business.<\/li>\n\n\n\n<li><strong>Innovation:<\/strong> It should be working towards innovation, development or improvement of a product, process or service, or have a scalable business model with strong potential for employment generation or wealth creation.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Recognition is applied for through the Startup India portal and the <strong>National Single Window System (NSWS)<\/strong>, and there is <strong>no government fee<\/strong> for it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Who_Cannot_Get_Startup_Recognition\"><\/span><strong>Who Cannot Get Startup Recognition?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Sole proprietorships<\/strong> \u2014 not an eligible entity type.<\/li>\n\n\n\n<li><strong>Hindu Undivided Families (HUFs)<\/strong> \u2014 not eligible.<\/li>\n\n\n\n<li>Any business <strong>not formally registered<\/strong> with a regulatory authority.<\/li>\n\n\n\n<li>Businesses formed by splitting or restructuring an existing company to look new.<\/li>\n\n\n\n<li>Entities that have <strong>already crossed<\/strong> \u20b9200 crore turnover in any past year.<\/li>\n\n\n\n<li>Entities older than 10 years (or 20 years for genuine Deep Tech).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">An <strong>NRI-founded or foreign-funded Indian company<\/strong> is not disqualified. Recognition looks at the entity, not at who the shareholders are. However, some schemes built on top of recognition such as the <a href=\"https:\/\/whizseed.com\/service\/startup-india-registration\">Startup India<\/a> Seed Fund Scheme do carry their own Indian shareholding conditions, so read the scheme rules separately.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"New_Deep_Tech_Startup_Category_20_Years_and_%E2%82%B9300_Crore\"><\/span><strong>New Deep Tech Startup Category: 20 Years and \u20b9300 Crore<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the most important structural change in the 2026 notification, and it is aimed at companies whose science takes a decade to turn into a product.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why it was needed:<\/strong> industry consultations documented that deep tech companies routinely need <strong>10 to 15 years<\/strong> to move from research to a commercially viable product. Under the old rules, they lost startup status halfway through that journey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Deep Tech eligibility:<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#c2f1ff\"><tbody><tr><td><strong>Criterion<\/strong><\/td><td><strong>Regular startup<\/strong><\/td><td><strong>Deep Tech startup<\/strong><\/td><\/tr><tr><td>Age from incorporation<\/td><td>10 years<\/td><td><strong>20 years<\/strong><\/td><\/tr><tr><td>Turnover ceiling<\/td><td>\u20b9200 crore<\/td><td><strong>\u20b9300 crore<\/strong><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who qualifies as Deep Tech?<\/strong> The notification uses an <strong>attribute-based<\/strong> definition rather than a list of sectors. Broadly, the company must show:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Solutions built on new scientific or engineering knowledge<\/li>\n\n\n\n<li>High R&amp;D spending as a share of total costs<\/li>\n\n\n\n<li>Significant novel intellectual property, with a clear plan to commercialise it<\/li>\n\n\n\n<li>Real scientific or technical uncertainty in the development path<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Under this approach, businesses working in semiconductors, synthetic biology, quantum hardware, or advanced materials may qualify even if they do not fall under a fixed sector. But Deep Tech applications need more proof. They are likely to face stricter checks than normal startup applications. Simply saying that your company is an \u201cAI startup\u201d will not be enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Requirements such as high R&amp;D spending and real scientific uncertainty must be supported with proper evidence. Industry bodies have also asked for clearer guidelines. So, early Deep Tech applications may be decided based on the individual case.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Cooperative_Societies_Are_Now_Eligible_What_This_Means\"><\/span><strong>Cooperative Societies Are Now Eligible: What This Means<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For the first time, startup recognition is open to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Multi-State Cooperative Societies<\/strong> registered under the Multi-State Cooperative Societies Act, 2002<\/li>\n\n\n\n<li><strong>Cooperative Societies<\/strong> registered under State and Union Territory cooperative laws<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This matters more than it looks. Cooperatives are the main business form in dairy, agriculture, rural industries and community services. India has more than 8 lakh cooperatives with a very large combined membership. Until now, a cooperative building a precision farming tool or a post-harvest processing technology could not access seed funding, procurement relaxations or the other Startup India benefits. Now it can, subject to the same criteria as any private company.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"%E2%82%B9200_Crore_Is_Not_the_Tax_Exemption_Limit\"><\/span><strong>\u20b9200 Crore Is Not the Tax Exemption Limit<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>DPIIT raised the recognition limit to \u20b9200 crore. It did not change the Income Tax Act.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Section 80-IAC tax holiday the 100% deduction on profits for any three consecutive years within the first ten years has its <strong>own<\/strong> conditions written into the statute:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Entity must be a Private Limited Company or an LLP (a partnership firm cannot claim it, even if DPIIT-recognised)<\/li>\n\n\n\n<li>Incorporated on or after 1 April 2016 and before 1 April 2030 (the Finance Act 2025 extended the earlier cut-off)<\/li>\n\n\n\n<li>Annual turnover not exceeding \u20b9100 crore in the year the deduction is claimed<\/li>\n\n\n\n<li>Valid DPIIT recognition<\/li>\n\n\n\n<li>A separate certificate from the Inter-Ministerial Board (IMB)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">So a company at \u20b9150 crore turnover in 2026 is comfortably a recognised startup, but it is <strong>not<\/strong> eligible for the 80-IAC deduction that year. It keeps procurement benefits, IPR support and self-certification, but the tax holiday door is shut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Second common mistake:<\/strong> assuming DPIIT recognition automatically gives the tax holiday. It does not. You must apply separately to the IMB and hold a Certificate of Eligible Business before claiming the deduction in your income tax return.
