The Gujarat Pollution Control Board (GPCB) is an official board constituted in 1974 under section 4 of the Water (Prevention and Control of Pollution) Act, 1974 to control pollution in Gujarat. This agency has a significant function of implementing environmental laws such as the Air Act of 1981 and the Environmental Protection Act of 1986. GPCB also checks that industries are abiding by the environmental norms laid by controlling emission, effluent & hazardous waste. Some of the services types include: One of its key roles is to provide an NOC to industries that is very crucial to enable industries commence their operations. The NOC is issued out depending on the provisions of environmental impact assessments and compliance to the pollution control norms. This certificate is categorized into two stages: Consent to Establish (CTE) as well as Consent to Operate (CTO) to ensure the industry is also legal throughout its life-cycle.
GPCB divides them into two categories on the basis of their polluting capacity of the effluent generated by the industries. This classification determines the extent of regulation needed for each classification element and makes it easier to give No Objection Certificates (NOCs). The GPCB adopts the Central Pollution Control Board (CPCB)'s classification system, which categorizes industries into the following three broad categories:
Red Category (High Pollution Potential)
Industries in the Red category are considered to have the highest potential for pollution. These industries require the most stringent environmental regulations and frequent monitoring due to their potential to cause significant harm to the environment.
Orange Category (Moderate Pollution Potential)
Industries in the Orange category have a moderate potential to pollute and thus are subject to less stringent regulations compared to the Red category. These industries still require pollution control measures but are generally less harmful to the environment.
Green Category (Low Pollution Potential)
Producers in the Green category are regarded as having low levels of polluting production and hence the least regulated. It covers industries that ordinarily contribute little to environmental harm and therefore are governed by less strict requirements.
White Category (Non-Polluting Industries)
Introduced later, the White category includes industries that are practically non-polluting. These industries do not require consent (NOC) from GPCB and are mostly exempt from regular environmental oversight.
Consent to Establish (CTE)
It is mandatory for enterprises before starting operations. Gujarat's XGN portal, developed with NIC Gandhinagar, allows online CTE applications. Process:

It is required when starting business operations:

Application and Fee Submission
The applicant is required to submit a comprehensive form corresponding to the relevant industry category, along with the necessary documents and fee. The Supervising Officer will review the application and provide recommendations if deemed necessary.
Document Review and Unit Inspection
An inspection will be conducted by an inspecting officer, as applicable, who will visit the unit to assess the pollution control measures and verify the declarations made in the application.
Issuance of NOC
Following the recommendations, the Consent to Establish (CTE) will be issued. In cases where the application pertains to Consent to Operate (CTO) or Consent to Carry Out (CCA), these will be granted subsequent to a satisfactory inspection report.
