A lead-acid battery is a kind of rechargeable battery that uses lead dioxide and porous lead as its electrodes with sulphuric acid acting as its electrolyte. These batteries are widely used in cars and emergency power supply installations because they are dependable and affordable. On May 4, 2010, The Ministry of Environment and Forests (MoEF) in India assigned the responsibility of providing New Lead Acid Battery Import License to the Central Pollution Control Board (CPCB). This function falls under Rule 5 of the Batteries (Management & Handling) Rules, 2001, enacted to ensure safe handling, recycling, and disposal of Lead Acid Batteries. CPCB is mandated to monitor compliance with these regulations so as to minimize environmental contamination by reducing risks associated with exposure to lead or acid. In addition to other policies aimed at promoting environmentally responsible management hazardous substances in India.

Documents Required New Lead Acid Battery Import License
- Import license
- Self-attested copy of Import-Export Certificate (certificate issued by Directorate General of Foreign Trade)

- Insurance Certificate

- Printed copy of Form II and Form III taken out from the online application with their stamp and signature on the same
Responsibilities of Importers
It is imperative to implement the following measures:
- guarantee the collection of used batteries in accordance with the established Schedule for new batteries sold, excluding those sold to original equipment manufacturers and bulk consumers;
- ensure that the collected used batteries match the type and specifications of the new batteries sold;
- submit a biannual report of sales and buy-back activities to the State Board in Form-I by the deadlines of June 30th and December 31st each year;
- establish collection centers, either independently or collaboratively, at various locations for the retrieval of used batteries from consumers or dealers;
- confirm that the collected used batteries are directed solely to registered recyclers;
- arrange for safe transportation of used batteries from collection centers to the facilities of registered recyclers in coordination with dealers;
- ensure that no environmental harm occurs during the transportation process;
- promote public awareness through advertisements, publications, posters, or other methods regarding: (a) the dangers of lead; (b) the obligation of consumers to return used batteries exclusively to dealers or designated collection centers; and (c) the locations of dealers and designated collection centers;
- apply the international recycling symbol on the batteries;
- procure recycled lead solely from registered recyclers;
- report any violations by dealers to the State Board or the Ministry of Environment & Forests; and
- ensure that new batteries are sold exclusively to registered dealers.
Procedure for Registration of New Lead Acid Battery Import License
- Importers are required to register with the Central Pollution Control Board using Form I for duration of five years. Registration may be revoked if the importer fails to collect the mandated number of used batteries in accordance with the established regulations, or if they do not submit timely half-yearly returns to the State Pollution Control Boards, with a copy sent to the Central Pollution Control Board. The renewal of registration will depend on the compliance status of the importer. It is important to note that registration will not be cancelled without providing the importer a reasonable opportunity for a hearing.
- Additionally, any decision regarding the suspension, cancellation, or denial of registration made by the Member-Secretary of the Central Pollution Control Board or any designated officer may be appealed.
- Such an appeal must be submitted in writing, include a copy of the contested order, and be filed within thirty days from the date the order was issued.
Customs Clearance of Imports of New Lead Acid Batteries
The process of customs clearance for imports will be subject to the following conditions:
- valid registration with the Reserve Bank of India, including the Importer’s Code Number;
- a one-time registration with the Ministry of Environment & Forests or an authorized agency, completed in Form-II;
- submission of an undertaking in Form-III; and
- Provision of a copy of the most recent half-yearly return in Form-IV.
Validity of License and Renewal
The New Lead Acid Battery Import License is valid for 5 years from date of registration and subject to renewal.
