The Solid Waste Management (SWM) Rules, 2016, mandate comprehensive waste disposal and management practices across various entities in India, including those under the control of Indian Railways, airports, airbases, ports and harbors, defense establishments, special economic zones, and government organizations. These rules also extend to places of pilgrimage and areas of religious and historical importance. The rules emphasize the scientific handling of waste through systematic collection, transportation, segregation, and disposal methods for Solid Waste Management Authorization. As part of the Swachh Bharat Abhiyan 2.0, the Ministry of Housing and Urban Affairs has already taken the problem of waste management under consideration, and the major attention is paid to solid wastes. The entities falling under the SWM Rules need to follow the Central Pollution Control Board (CPCB) issued technical guidelines and apply for authorization through the Form- I to the respective State Pollution Control Boards (SPCB) or Pollution Control Committees (PCC) for SWM and its associated services. This framework aims to ensure environmentally sound waste management practices across the nation.
Solid Waste Management (SWM) authorization offers several advantages, promoting environmental sustainability and public health. Here are some key benefits:
“Solid Waste” means and includes solid or semi-solid domestic waste, sanitary waste, commercial waste, institutional waste, catering and market waste and other non residential wastes, street sweepings, silt removed or collected from the surface drains, horticulture waste, agriculture and dairy waste, treated bio-medical waste excluding industrial waste, bio-medical waste and e-waste, battery waste, radio-active waste generated in the area under the local authorities and other entities mentioned in rule 2;
“waste generator” means and includes every person or group of persons, every residential premises and non residential establishments including Indian Railways, defense establishments, which generate solid waste;

Entities authorized for solid waste management are required to implement various measures to control environmental pollution and ensure the safety of workers. These measures include:
The authorization can be suspended or canceled if the local body or operator of the facility fails to operate the facility according to the stipulated conditions. However, this can only be done after providing notice to the local body or operator
The authorization is granted initially for two years, and entities must apply for renewal at least sixty days before the expiry of the authorization. The authorization can be renewed for the next five years upon receiving an application for renewal. The renewal is subject to the condition that the operator of the facility has complied with all the provisions of the rules, standards, and conditions specified in the authorization.
