DPCC is an autonomous organization which is an official regulatory body to control air pollution in National Capital Territory of Delhi. A no objection certificate (NOC) from the DPCC is required to establish or engage in any activity which may lead to environmental degradation. Consent to Establish (CTE)
The CTE certificate is required before the commencement of any construction or industrial activity. Consent to Operate (CTO)
The CTO certificate is required after the establishment phase, before the operational phase of the project or industry begins. After receiving the CTE and completing the establishment phase, the entity must apply for a CTO by demonstrating that all necessary pollution control measures are in place and functioning. The DPCC may conduct inspections to verify compliance.
Industries Prohibited from DPCC Consent / NOC
- Industrial Establishment Restrictions: Industries cannot be formed in the expunged residential zones of Delhi. The industries falling under red and orange category are restricted from the operational area of Municipal Corporation except industrial MIDC Areas.
- NOC Denial for Unauthorized Locations: It is pertinent to note that Pollution Control NOC shall not be granted to those industries coming under the restricted area or an area which is not approved.
- Unauthorized Industries: That is if they do not possess the required permits or licenses.
Residential Area Industries: Placed in regions considered residential zones or non-Industrial zones.
- Eco-Sensitive Zone Industries: located in areas specified by Ministry of Environment and Forests of that country.
- Prohibited Area Industries: Carrying out its activities in regions which are declared by government as prohibited zones.

Documents Required for Delhi Pollution Control Board NOC
1) Application Form:

Procedure to Obtain DPCC License
- Initially, the industry must assess its business activities to determine the appropriate category it falls under. Once this classification is established, the business can proceed to apply for a DPCC certificate.
- Following the identification of a location within the designated industrial area, industries classified under the Orange and Green Categories may utilize the Online DPCC portal to submit their applications.
- Industries in the White category benefit from a streamlined process, which involves completing an online application, obtaining the generated undertaking, and submitting a physical copy of this undertaking to the DPCC.
- In cases where a project is undergoing changes or development, the project proponent is required to submit an assessment application to the SDM. Additionally, if the site is not situated within a development zone, the proponent must also seek the DPCC's approval.
- Upon completion of the preliminary findings, the industry is obligated to provide the necessary documentation to the Delhi Pollution Control Committee.
- The submitted documents will generate both the DPCC undertaking and the DPCC CTE for projects in the White category and other categories, respectively. The Industry or Project Proponent must submit a hard copy of the DPCC CTE and undertakings after verifying the signature. If necessary, the industry will implement a pollution control device, which will be monitored by the DPCC.
