EPR Credits for E-waste Recyclers
The objective of the Indian government's regulatory framework, which includes Extended Producer Responsibility (EPR) credits for E-waste Recyclers, is to guarantee the safe recycling and disposal of electronic waste (e-waste). Such an EPR system was envisioned under which EPR credits are issued to promote compliance among producers in relation to recycling requirements by permitting them to buy from the registered e-waste recyclers who have surpassed their limits in respect to the recycling quotas. CPCB EPR credits represent a system that motivates the makers of electronic waste to oversee the entire life cycle of their products. Earning Credits is the means by which these rewards come, by following e-waste management practices and recycling programs.
The E-Waste (Management) Rules, 2016 as amended in 2018 and 2022, establish the idea of Extended Producer Responsibility (EPR) Credits to oversee e-waste. These credits permit producers (manufacturers, importers, brand owners) to fulfil their EPR obligations by associating with approved e-waste recyclers that furnish EPR certificates. These are the rules for both the generation and the issuance of EPR Certificates for EPR Credits.
Authorized Recycler: The production of EPR certificates is possible only by recyclers and dismantlers authorized by either the State Pollution Control Board (SPCB) or Pollution Control Committee (PCC).
Compliance with Rules: It is imperative for the recycler to follow all aspects of the E-Waste (Management) Rules, 2016, when they proceed with recycling, processing, and recovering e-waste in a manner that’s good for the environment.
Adequate Infrastructure: In order to properly do its job, the infrastructure of the recycler must be equipped to manage the various stages of e-waste disassembly, recovery, and recycling that meet standards for safety and the environment.
Collection Targets:

EPR credits are generated when an authorized recycler collects and recycles e-waste on behalf of a producer beyond the producer’s immediate collection obligations. The recycler can issue these credits in the form of EPR certificates.
Voluntary Collection by Recyclers: Recyclers may collect e-waste not directly tied to a specific producer but still generate EPR credits that can be sold to producers to help them meet their collection targets.
Meeting Collection Targets: Producers can use EPR credits to meet part or all of their EPR targets. The credits allow producers to comply with their e-waste management obligations without necessarily collecting all the required e-waste themselves.
Transferability: EPR credits are transferable and can be purchased by producers from recyclers or other producers. This facilitates producers who may not have direct collection mechanisms in place.
Online Tracking System: The Central Pollution Control Board (CPCB) oversees an online system where recyclers as well as producers need to register. The issuing of EPR certificates is monitored by this system to promote transparency in the credit exchange procedures.
Monitoring and Auditing: CPCB and SPCB continuously monitor and audit producers as well as recyclers to make sure that e-waste receives proper processing and that EPR credits are precisely documented.
Reporting: Recyclers have to submit reports (monthly or quarterly) to both SPCB and CPCB, which record the e-waste they processed, the certificates issued, and any credits sold.
Verification of Claims: The CPCB and SPCB carry out random inspections to check if the e-waste asserted by the recycler has had responsible recycling. Audits of recycling centers, a review of records, and inspections in person are included in this.
Third-Party Audits: To stop misuse, it may be necessary for regulatory authorities to commission outside audits to verify that the EPR credits issued are based on real e-waste recycling.

Under regulation, each manufacturer, producer, refurbisher, and recycler is permitted to keep electronic waste for a maximum of 180 days. A record of the sale, transfer, and storage of electronic waste must be kept by them and should be available for inspection. The storage of electronic waste needs to follow the regulations currently existing.
With the caveat that the Central Pollution Control Board may prolong the duration by up to 365 days if special storage of the e-waste is required while a process for its recycling or reuse is developed.
