Objectives of Maharashtra Pollution Control Board NOC
- Develop a frame work for prevention and management of streams pollutions, wells pollutions as well as air pollutant in the State.
- Control water and air pollution; maintain water quality for different purposes.
- Reduce Pollution through proper placement of new industries and proper re-location of those already established.
- Selection of waste for industrial and agricultural uses; rise in re-use of sewage and industrial effluents.
- Prevent the pollution from emission sources depending on the techno-economic aspect of liquid and gaseous discharges.
- Perform and support research investigation as it pertains to matter of pollution.
- Inform State government on the measures being taken in pollution control, prevention and identification of source.
- Find ways of disposing waste efficiently and at least cost.
Functions of Maharashtra Pollution Control Board
- Pollution Monitoring and Control: MPCB constantly samples the air, water and soil in order to check the environmental standard and checking polluted from different source.
- Issuance of Consents: MPCB provides industries and projects with Consent to Establish (CTE) and Consent to Operate (CTO) to check compliance with pollution control standards before operations begin.
- Waste Management Regulation: MPCB is responsible for regulating the proper management, disposal and treatment of hazardous, biomedical, plastic and Electronics- waste and other related wastes in an environmentally sound manner.
- Environmental Impact Assessments (EIA): It provides an account on the assessment of impacts of development undertakings and oversees to that effect that there is compliance in the minimization of impacts on the environment.
- Public Grievance Redressal: MPCB resolves concerns and complaints with regards to pollution and violation of environmental standards, and it can take corrective actions if required.
- Implementation of Environmental Laws: The board implements many environmental laws for instance the Water (Prevention and Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act 1981.
- Awareness and Education: MPCB raises public awareness and carries out informational events to acquaint industries and the population with measures to prevent pollution and conserve the environment.
- Research and Development: The board provides funds for projects intended at providing effective techniques of pollution management and would seek to enhance environmentalism.
- Enforcement of Pollution Standards: MPCB guarantees compliance with the set emissions and effluent limits as well as undertaking legal actions against offenders.
- Data Collection and Reporting: MPCB gathers environmental information, to compile & submit the reports to CPCB and the state government for policy formulations.
Who requires Maharashtra Pollution Control Board NOC

- Infrastructure and Construction Projects: Individuals and organizations who construct, design or otherwise participate in the erection of complex residential, business, and industrial buildings.
- Power Plants: Coal fired thermal power plants, Hydel projects, solar and wind power plants.
- Mining and Quarrying Projects: Mineral dealers, local administrative offices of large scale mining industries, dealers in stone crushing and other quarries.
- Hospitals and Healthcare Facilities: Falling under biomedical waste management regulations are; hospitals, clinics, laboratories that produce biomedical wastes.
- Waste Management Units: These are companies that offer management, treatment, recycling and disposal of hazardous, biomedical and municipal solid wastes.
- Chemical, Pharmaceutical, and Petrochemical Industries: The target market will include; The chemist and chemical products industries and their suppliers and wholesalers, chemical processing and storage companies, drug and pharmaceutical industries, petrochemical industries.
- Food and Beverage Units: Any food processing business establishment which has in its operation a production of liquid wastes or fumes, be it breweries, dairies, which of course are meat processing plants.
- Electronic and IT Manufacturing Units: Manufacturers of electronic products portable appliances and Information Technology products and equipments that produce e-waste.
- Automobile and Ancillary Units: Manufactures of motor vehicles, motor vehicle accessories, and manufacturers units carried out painting, coating or electroplating.
- Textile and Tannery Units: Factories polluting through the discharge of waste water and chemicals – many mills and tanneries for instance.
- Polluting Micro, Small, and Medium Enterprises (MSMEs): Considering the fact that majority of the MSMEs that participated in this study undertake activities like painting, dyeing, plating among other activities produce pollution.
Classification of Industries as per Maharashtra Pollution Control Board (MPCB)
- Red Category (High Pollution Potential)
Industries in the Red category have a high potential for pollution and pose significant environmental risks. They require stricter monitoring and control measures.
- Orange Category (Moderate Pollution Potential)
The Orange category includes industries with moderate pollution potential. These industries require pollution control measures but are less hazardous compared to Red category industries.
- Green Category (Low Pollution Potential)
Industries in the Green category have low pollution potential and typically require fewer regulatory controls. They still need to comply with basic environmental norms but involve less stringent monitoring.
- White Category (Non-Polluting Industries)
The White category consists of industries that have almost negligible pollution potential. These industries do not require any environmental clearances or consents (CTE/CTO) from MPCB, although they must comply with general environmental guidelines.
Consents that are required for Maharashtra Pollution Control Board NOC
- Consent to Establish (CTE)
Before setting up or starting construction of a new project, industry, or any expansion/modernization of an existing facility.
It ensures that the proposed project will comply with environmental norms during the construction phase.
- Consent to Operate (CTO)
After the construction or installation is complete, and before beginning commercial operations.
It certifies that the pollution control equipment is installed and functional, and the project complies with environmental norms.
