Types of Batteries-There are two main categories of batteries: Primary and Secondary Batteries. The knowledge of difference between primary and secondary batteries is essential for both consumers and industries that heavily rely on battery technology.
Primary Batteries- These Batteries are known as non-reachable batteries, manufactured for single use, once its chemical energy is over, they cannot be used again as they cannot be recharged and should be replaced. These batteries usually store, irreversible chemical reactions which generates limited time span energy. Examples of Primary Batteries- Alkaline Batteries, Lithium Batteries, Zinc-Carbon Batteries.
Secondary Batteries- These Batteries are as rechargeable batteries, it can be recharged again and again for a long period of time having capacity to hold chemical reactions that occurs at the time of discharge. These batteries are usually used where frequent recharging is required so that saves wastes and functional costs. Examples of Secondary Batteries- Lithium-ion Batteries, Nickel-Cadmium (NiCd) Batteries, Nickel-Metal Hydride (NiMH) Batteries.
Lithium-ion batteries Import
Lithium-ion batteries have many advantages over other secondary batteries. They are famous for being small, having a higher charge density, being better at not discharging themselves and being able to be charged more times. Electric vehicles, telecommunication towers, data centres, solar power plants, mobile devices and other electrical equipment often use these batteries. Furthermore, lithium-ion batteries could become very important for the power sector’s delivery of critical grid services in the future.
Lead Acid Batteries Import
Worldwide, lead acid batteries are now a standard component of every home. According to scientific definitions, a battery is any device that has electrochemical cells with external connections that generate power for electrical devices like smartphones, flashlights, and other gadgets. In India, a battery is defined as a lead-acid battery that is a source of electrical energy and contains lead metal. To get a New Lead-Acid Battery Import License, an importer must submit an online application through the Central Pollution Control Board Battery Registration and Management System's official website. Additionally, the same portal can be used to submit undertakings and half-yearly returns as well as renewal requests.
Introduction: MoEF have notified the Battery (Management & Handling) Rules- 2001 as Amended on May 2010. As per the provision under Rule 5, the importer shall get registered with the Central Pollution Control Board by submitting application in Form-Il for a period of five years.
Battery Rules: The Rules applies to every stack-holders such as manufacturer, importer, dealer, recycler, auctioneer, re-conditioner, assembler, consumer and bulk consumer is engaged in the manufacturing, processing, sale, purchase, and utilization of batteries or their components.
Battery Registration Management System (BRMS): Central Pollution Control Board was launched the web based Battery Registration Management System (BRMS) On March 1st, 2013, with the aim of enhancing the effectiveness of the current manual processing system and enhancing the management of the registration process for New Lead Acid Battery Importers, measures were taken.
Objective of BRMS:
The BRMS software will assist CPCB in the online monitoring of Battery registration and the processing of registration grants for importers of New Lead Acid Batteries and submission of half yearly returns. The online system will additionally decrease the processing time for battery applications, as well as the verification and scrutiny of half yearly returns received from different importers.
Monitoring the distribution and sale of new batteries, gathering of used batteries, transportation and recycling of used batteries by certified recyclers enhances transparency in the online battery registration system.
BRMS Software:
The BRMS software is limited to the use of officials of concerned divisions of Central Pollution Control Boards, SPCBs, Battery importers, Custom authorities as well as Ministry of Environment &Forests (MoEF) Officials.
The web based software, streamlining the process of application submitted by lead acid battery importers to issue registration certificate by verifying the required documents enclosed by importers while applying fresh registration certificate.

- Online submission of Fresh/Renewal of the registration by the new lead acid battery importers.
* Incomplete applicants will be informed to submit the requisite document for further processing-
* Online submission of half yearly returns by importers as per the rule as well as verification of returns by the CPCB officials/Port authority.
Mechanism of the Project & Deliverables:
The BRMS will be web based and user friendly. Following activities will be covered in the system:
The following procedure shall be adhering for the grant of a certificate to importers of new lead acid batteries
1. Applicant shall apply for the grant of registration through online web-portal www.cpebbrms.nic.in
2. Upon completion of the online application, the applicant is required to submit a hard copy of the application on their official letterhead, enclosing following documents;
3. The complete application will be processed within 7 days from receipt of manual/hard copy.
4. Registration will only be granted if the corporate address or branch address mentioned on the IEC certificate is provided.
5. In-Charge HWM Division will grant the registration to importers of new lead acid batteries.
6. The importer who was previously registered by MoEF&CC and wishes to obtain registration with CPCB can submit an application for the same as mentioned above. Nevertheless, they must submit the original registration certificate issued by MoEF&CC along with their application.
For renewal of license, the applicant has to fill form in the official site of the Central Pollution Control Board’s BRMS. The application should be filled within 45 days. After submission of application within 7 days. The importer should submit half yearly report. If there is default in filling of Half Yearly Report he has to provide affidavit. Renewed license shall have one-year validity.
A license may be cancelled if the half yearly not submitted to State Pollution Control Board within time or if the copy of return endorsed is not submitted within time.
