BIS registration for automatic processing machines is mandatory to obtain as it is used in the computer as an important hardware. An Automatic Data Processing Machine (ADPM) is a computer hardware system of one with the intent to automatically record, process, store, and control data. ADPMs include magnetic and optical readers and recorders to reproduce data on coded media and multicomponent systems that are composed of various modular parts. ADPMs reduce the chances of human error in data processing because they process data automatically and enable high-speed processing of large volumes of information, vital in industry, offices, and digital infrastructure.
In India, the Bureau of Indian Standards (BIS), while exercising powers as provided under the Compulsory Registration Scheme (CRS) as notified by the Gazette of India, made it compulsory to register ADPMs under IS 13252 (Part 1):2010 from 3 July 2013. Any local or international manufacturer must register the product under this scheme before manufacturing, importing, exporting, selling, or even stocking such machinery in Indian markets. Without BIS registration for automatic processing machines, Automatic Data Processing Machines can't be sold in India.
Basic Requirements for BIS Certification for APMs in India
Four pillars form the pillars of BIS registration for automatic processing machines. The manufacturer won't be able to apply for the BIS registration for automatic processing machines, unless he is one of the following:
- Manufacturer: The license from BIS goes to the actual manufacturer of the product, not distributors, traders, or importers. The overseas manufacturers may have an Authorized Indian Representative (AIR) for certification within the country, but the license will always be to the manufacturer.
- Manufacturing Address: A verified proper address of the manufacturer is to be annexed along with the documents. Separate BIS licenses are to be bought if there are different manufacturing addresses, excluding the same product type.
- Product: Every product will have a different license. But if one set of products has different models, they are usually under one registration number, so that it becomes convenient to comply.
- Brand/Trademark: Every trademark or brand of a manufacturer that wants to sell requires a different BIS license. When a manufacturer sells two brands. Then the manufacturer requires two BIS licences, but for the same product.
Procedure to get BIS Registration for Automatic Processing Machines
The process of obtaining BIS registration for automatic processing machines (IS 13252 Part 1:2010) would be different when the manufacturing unit is a Domestic (Indian) or a Foreign manufacturer.
1) Foreign Manufacturer's Process
- Authorization of Indian Representative (AIR): Foreign producers have to appoint an AIR as their representative in India. The AIR receives documents, negotiates, and communicates with BIS.
- Online Application: Submit the BIS application online through the official website, giving initial details of the product, manufacturer, and AIR.
- Testing: Arrange to send initial samples of the product to a known laboratory of BIS. Testing ensures the product meets Indian safety and performance standards.
- Document Submission: Submit the test report, on receipt, along with the final application set (online and hardcopy) and supporting documents.
- Application Verification: The application is checked by BIS officers, clears any misunderstanding, and cross-checks with the test report.
- Licence Grant: On successful authentication, the licence is issued by BIS. The product is legally permitted to import, market, and sell in India under the brand name as registered.
Procedure for Appointment of AIR
Foreign manufacturers must properly follow the instructions of BIS while appointing the appropriate AIR:
- Clause 1: Wherever there is a BIS liaison or a branch office on the manufacturing premises, such an office shall be utilized as AIR.
- Clause 2: Where there is no Indian office but the brand owner is Indian, then the brand owner would be AIR.
- Clause 3: Where there is neither a brand owner nor a branch office in India, the manufacturer will appoint some other Indian organization as AIR.
2) Domestic Manufacturer Process
- Online Submission: Online submission of the BIS application and product, and manufacturer details.
- Testing: Send the product sample to an Indian BIS-approved laboratory for testing for conformity.
- Submission of Documents: Submit the complete set of application (online and offline) and test report, and support documents.
- Verification: The application contents are verified and authenticated by BIS officers.
- Grant of Licence: BIS issues the licence upon verification, and the product is legally acceptable to be sold in the Indian market.
Data Flow of How the Bureau of Indian Standards Functions
The BIS registration for automatic processing machines process is typically as follows:
- Company registration on the BIS portal: The manufacturer registers on the website of BIS, supplying information about the factory, product, and logo.
- Verification of manufacturer documentation: BIS tests files consisting of enterprise license, ISO certifications, and technical specifications that allow you to verify originality.
- Testing of sample product and reporting of results
- Submission of complete documents online
- Final approval and authentication by BIS

Points to Note for Seamless BIS Certification Online for APMs
Some of the point which you must keep in your mind while obtaining BIS registration for automatic processing machines are given below:
- Select the Right Testing Partner: Collaborate with a BIS-approved test laboratory and compliance specialist if you do not have an Indian local office.
- Ensure Lab Accreditation: Ensure the lab test license is valid, not suspended, or under audit; otherwise, it will disrupt your test schedule.
- Package Sample Shipments Properly: Arrange end-to-end shipping to the laboratory to avoid damage or interference with customs.
- Every such form that needs to be filled in must be signed by the AIR, brand owner, and manufacturer. Forms should also be signed under the notary or officially stamped.
- Complete CDF/CCL Appropriately: Provide correct and adequate information about the product design and major components to avoid rejection.
- Exercise caution towards the Test Report Validity: The test report is valid for 90 days. Send it back to BIS within this time; otherwise, fresh testing is needed.
- Plan: Check all documents and collect them in advance before sending product samples for testing, so that wastage of time in the future is avoided.
- Wait for Verification: Once all documents and test reports are submitted, wait for 15 days for BIS to provide registration. For some cases, 30–60 days is required based on product complexity or clarifications.
BIS registration for automatic processing machines is mandatory under IS 13252 (Part 1):2010 to ensure safety and compliance before sale, import, or manufacturing in India. Both domestic and foreign manufacturers must follow a set process involving product testing, document submission, and verification. Foreign entities must appoint an Authorized Indian Representative (AIR) for the process. Each brand, product type, and manufacturing location requires separate registration. Ensure valid lab testing, proper documentation, and timely submission to avoid delays.
