Magalir Payanam (Free Bus Travel) Eligibility: Who Can Travel Free in Tamil Nadu

Magalir Payanam

Under Tamil Nadu’s free bus travel scheme for women, officially called Vidiyal Payanam Thittam (earlier the Zero Ticket Bus Travel Scheme), all women who are residents of Tamil Nadu can travel free on government buses, with no income limit and no age limit. Transgender persons and differently-abled women are also eligible.

There is no application at all you simply board the bus and ask the conductor for a “zero ticket”. Just carry a photo ID like Aadhaar in case it is asked. The benefit applies to government (TNSTC/MTC) buses only not private buses. The scheme has given over 680 crore free rides and saves women about ₹888 a month.

What is Magalir Payanam (Vidiyal Payanam Thittam)?

Vidiyal Payanam Thittam, which means “Dawn Journey Scheme,” is the Tamil Nadu Government’s free bus travel scheme for women. It is also known as the Magalir Free Bus Travel Scheme or Zero Ticket Scheme.

The scheme began in 2021. Eligible women can travel free on government buses. The conductor issues a zero-fare ticket, and the government pays the bus fare.

The main goal of the scheme is to help women travel easily for work, education, medical treatment, and daily needs without worrying about bus fares. Since its launch, it has provided more than 680 crore free bus journeys.

Who is Eligible for Magalir Payanam Free Bus Travel?

You are eligible if:

  • You are a woman.
  • You are a resident of Tamil Nadu (domiciled in the state).
  • You are travelling on an eligible government bus.

Also eligible:

  • Transgender persons
  • Differently-abled (disabled) women

There is no income limit and no age limit. So school girls, college students, working women, housewives, and senior citizens, all can travel free. Rich or poor, every woman resident is covered. Around 52% of the women using it are below the age of 40, and many are from low-income families.

Do I Need to Apply for Magalir Payanam?

You do not need to apply for this scheme.

  • There is no online form, no offline form, and no registration.
  • There is no separate card, smart card, or pass to get.
  • You do not need to visit any office or e-Sevai centre.

You simply board an eligible government bus and tell the conductor you want a “zero ticket”. The conductor issues a fareless ticket, and you travel free.

If anyone asks you to pay money or “register” for free bus travel, it is a fraud. This benefit is automatic and free for every eligible woman.

What Document or ID Should I Carry?

You do not need a special scheme card. Only have a photo ID just in case.

  • Aadhaar Card (most commonly accepted)
  • Voter ID
  • Driving Licence
  • Ration Card (Smart Card)
  • School / College ID card (for students)

Any government photo ID showing you are a Tamil Nadu resident is usually enough. Most of the time, the conductor simply gives the zero ticket without asking for ID.

Which Buses Are Covered Under Magalir Payanam?

Let’s explain it:

Covered:

  • Government buses run by the Tamil Nadu State Transport Corporation (TNSTC)
  • MTC (Metropolitan Transport Corporation) buses in Chennai
  • Ordinary / town / city buses (the normal-fare buses)
  • The benefit has also been extended to hilly areas

Not covered:

  • Private buses (all private operators)
  • Deluxe, express, AC, and premium services in the original scheme rules
  • Omni / tourist buses

If it is a government ordinary bus, you travel free. If it is a private bus, you pay the fare.

Bus types and rules can be updated by the government, so if you are unsure about a particular bus, ask the conductor before boarding.

Is There a Distance Limit for Free Travel?

  • The original scheme was designed for short-distance daily travel in cities and towns, and many official descriptions mention a limit of up to 30 kilometres for free travel.
  • Some reports say women travel free on TNSTC and MTC buses more broadly, without stressing a distance cap.
  • If you travel beyond the free limit on a chargeable service, you may have to pay the fare for the extra distance.

How Much Money Do Women Save?

The financial benefits of this scheme are:

  • A woman beneficiary saves about ₹888 per month on average.
  • That is about 11.4% of her monthly income for many women.
  • Around 28% of the women who use the scheme earn less than ₹5,000 per month.
  • On average, a woman makes about 51 free trips a month.
  • Since it started, the scheme has given over 680 crore free rides, and the share of women bus travellers rose from about 40% to 70%.
