The Andhra Pradesh Pollution Control Board APPCB is a statutory organization functioned under section 4 of the water Act since 1988, for the state of Andhra Pradesh whose main function is to monitor, control and prevent pollution in its jurisdictional area. It works according to the Water Prevention and Control of Pollution Act 1974 and Air Prevention and Control of Pollution Act 1981. It oversees compliance with environmental standards by industries and for this it champions sustainable practices. Among its tasks it’s issuing the No Objection Certificate (NOC) or Consent to industries before they start or commence. The NOC smooths the efficiency of waste, emission and effluent management compliance with environmental standard set at the state and national levels. The board also supports the application of technology for timely monitoring of the environment and also involves the public in environmental decision-making.
Classified as Red, Orange, or Green categories based on their pollution potential.
Red Category: High pollution potential industries requiring stringent control measures and frequent monitoring.
Orange Category: Moderate pollution potential, with less environmental impact compared to Red category.
Green Category: Low pollution potential industries with minimal environmental impact.
White Category: Non-polluting industries that are exempt from regular NOC but need to register with the APPCB.

Certain projects and activities, as outlined in the EIA Notification of 2006, are mandated to secure Environmental Clearance (EC) from the Ministry of Environment, Forests & Climate Change, Government of India (MoEF & CC, GOI) or the State Level Environmental Impact Assessment Authority (SEIAA, AP), depending on the nature of the project.
Filing an Application
Manufacturers seeking approval must submit their applications in the designated format to the Promotion Centre, accompanied by the requisite fees and supporting documents. Additionally, when applying for a Consent to Establish (CTE), it is mandatory to provide a performance security deposit.
Reviewing the Application
Upon submission, the application and the accompanying documents are reviewed and assessed in accordance with the regulations established by the Haryana Pollution Control Board.
Inspection
Following the review of the application, an official will conduct a physical inspection of the site. Subsequently, an inspection report will be prepared. A field inspection is required only if the manufacturer is applying for a Consent to Operate.
Grant of Certificate
The inspection report is then evaluated. If the applicant submits an inspection report for the operation of the industry that complies with the necessary standards, a consent certificate will be issued to the applicant.
Should the occupier remit the necessary fee, the validity of the Consent to Operate CTO (new) order is established as follows:
In the event that the fee is not paid for the full duration of validity—5, 10, or 15 years, as applicable—the occupier is required to provide justification. For Consent to Establish CTE, the validity period according to industries is set at 7 Years.
The renewal of the Consent to Operate is necessary prior to its expiration in order to ensure the continuity of operations.
