EPR for Plastic Waste Importers
The EPR is an environmental policy tool that seeks to ensure that the producers of plastic waste particularly those who import plastics and related products into a specific country are made to answer for the consequences of their products within that country. EPR for Plastic Waste Importers means that importers are required to take the following back-end responsibility on the flow of these products right from the time when the products have become waste or scrap: collection, recycling and disposal. The purpose is to plan against the use and detrimental effects of plastics and operate for a circular economy where producers and importers pay or take responsibility for waste management. Compliance is usually in formation of waste collection programs, supporting the recycling industry or bearing charges. EPR frameworks also help importers reduce the amount of plastic used, and also design products to make recycling easier, leading to making of environmentally friendly products all through the supply chain.
Meaning of Important terms-
Under the Central Pollution Control Boards (CPCB) online centralized portal importers—who are classified as PIBOs (Producers Importers and Brand-Owners)—must register.
Registration with CPCB is required if operating in more than two states. For operations in one or two states, registration with the concerned State Pollution Control Board (SPCB) or Pollution Control Committee (PCC) is necessary.
Importers cannot carry out any business without registration or deal with any unregistered entity.
Importers must provide an Action Plan containing information on their Extended Producer Responsibility (EPR) Target, category-wise and state/UT-wise, through the online portal.
The Action Plan should cover the tenure of their registration as per the Plastic Waste Management (PWM) Rules, 2016.
The EPR target is determined based on the Eligible Quantity (Q2), calculated as:
Q2 = (A + B) – C
Where:
A = Average weight of all plastic packaging material imported and sold in the last two financial years
B = Average quantity of pre-consumer plastic packaging waste in the last two financial years
C = Annual quantity supplied to brand owners in the previous financial year
EPR Targets as a percentage of Q2:
2021-22: 35%
2022-23: 70%
2023-24 onwards: 100%
