Procedure for obtaining Scrap Import License in Manipur
1) Registration with concerned SPCB/PCC- The importers must also submit an application in Form-16 to the State Pollution Control Board (SPCB) for their one-time registration. Upon receipt of the application, a site inspection is conducted by an appointed officer to confirm the presence of the required facility. Once it is confirmed that the recycler/importer possesses eco-friendly technology, technical expertise, and pollution control devices, the SPCBs/PCCs may choose to grant registration to the unit as a lead scrap recycler.
2) Import Permission from MoEF&CC: The import of Lead scrap under Code 7802 00 10 is allowed for registered lead waste recyclers without requiring a DGFT License, provided they obtain an import permit from the MoEF&CC. Importing used lead-acid batteries (ULAB) is only allowed for recyclers with automatic battery breaker units, but they must also obtain import permission from the MoEF&CC. The Importer must submit Form 5 of Hazardous Waste Rules, 2016. For this permission following information required-

3) Certificate of Registration- DIC or District Industry Centre provides registration to MSMEs such as lead scrap importers. The registration procedure is regulated by the Micro, Small and Medium Enterprises Act of 2006.
4) Consent to Establish- Consent to establish operations for lead scrap importation is authorized by the SPCBs/PCCs under the Water (P&CP) Act, 1974 (25 of 1974) and the Air (P&CP) Act 1981 (21 of 1981).
5) DGFT permit- As the import of lead scrap (lead cells, lead batteries and lead alloys) falls under Chapter 85 of Electrical Machinery and Equipment and parts of the Import Policy (2017), a DGFT permit will be necessary for the importer. The DGFT mandates the submission of the following documents during the application process: DIC/Udyog Aadhar, NOC from MoEF&CC and CA certificate showing production/consumption data for the past three years.
6) Submission of Reports- As per reports of expert working group was constituted by the MoEF&CC in may 2020- The applicant must provide the following details regarding the import of lead scrap into the country: - Historical production data from the unit over the last five years - Documentation verifying the establishment date and commencement of operations of the unit - Records of any export activities involving high-purity lead, lead alloys, or lead compounds.
