Lead is an essential metal that finds its application in several sectors of the economy, especially in battery production, construction, and shielding applications in nuclear power plants. Lead scrap helps save the earth natural resources and also cuts pollution because most organizations prefer to use scrap lead instead of mining new lead. This also reduces the utilization of energy and its generation helping to contribute to economic development while fostering sustainable business practices. It brings a great contribution to the increase of supply to meet the demand while considering the harm caused to the environment. In India, the import of lead scrap still carries certain restrictions and one has to procure a license from the government to import such scrap to meet the safety and necessary standard available globally. For Lead Scrap Import License the applicant needs to hold a recycling facility as per SOP put forth by the CPCB /MoEF&CC that applies to recycling of Lead wastes and Imports of Lead scrap. Before appealing for import permission among MoEF&CC, recyclers or importers must secure the necessary registration from the corresponding SPCB/PCC.
Here are the main types of lead scrap imported in Mizoram
1) Lead Acid Battery Scrap
- Whole Intact Batteries: These are used lead-acid batteries collected from vehicles, industrial applications, and other sources. They contain a significant amount of recoverable lead
- Battery Plates: After dismantling the batteries, the lead plates are separated and imported for recycling. These plates contain lead compounds and are a rich source of lead.
- Battery Sludge: The paste or sludge that settles at the bottom of lead-acid batteries is also collected and imported. It contains a mixture of lead sulfate and other lead compounds.
2) Lead Cable Sheathing Scrap
- Lead Coated Cables: These are old cables with lead sheathing, which is used for its protective properties. The lead is extracted from the cables during the recycling process.
3) Lead Pipe Scrap
- Old Lead Pipes: These are dismantled pipes from old plumbing systems, construction, or industrial applications. They are often pure lead or lead alloys.
4) Lead Sheets and Plates
- Lead Sheets: These are used in construction for roofing, flashing, and soundproofing. Old or surplus lead sheets are imported for recycling.
- Lead Plates: Similar to sheets, plates are used in various applications and imported as scrap for lead recovery.
5) Lead Dust and Residues
- Lead Dust: Collected from industrial processes like smelting and battery manufacturing. It contains fine lead particles and is imported for processing.
- Lead Residues: These are by-products from various industrial processes and contain lead in different forms, such as oxides, sulfates, or metallic lead.
6) Lead Alloy Scrap
- Mixed Lead Alloys: These include various lead-based alloys used in different industries. They are collected and imported for separation and refining to extract pure lead and other valuable metals.
7) Lead Dross
- Refining Dross: A by-product of the lead refining process, dross contains impurities and oxides that are removed from molten lead. It is imported to recover the lead content.
8) Lead Ash and Slag
- Smelting Slag: The waste material from the smelting process, which contains residual lead. It is imported for further processing to extract lead.
- Lead Ash: Collected from industrial emissions control systems, containing fine lead particles and compounds.
9) Radioactive Lead Scrap
- Shielding Lead: Used in medical, nuclear, and other industries for radiation shielding. This type of lead scrap is handled under strict regulations due to its potential radioactivity.
Benefits of Lead Scrap Import License in Mizoram
- Resource Conservation: Lead scrap recycling helps in cutting the need for lead mining, and thus decreasing the utilization of natural resources and the level of infringement on the environment as well as other resources.
- Energy Efficiency: Compared to producing new lead from its ores, recycling lead is energy efficient because it does not involved the physical and chemical processing.
- Cost Savings: Scrap lead is availed at a cheaper price as compared to the new lead; thus cutting down on the cost of manufacturing for industries that utilize lead.
- Environmental Protection: Recycling of lead scrap when properly done curtails on environmental pollution caused by dumping of difficult wastes to the soil and water.
- Economic Growth: Lead recycling industry pays its employees and adds value to economy as providers of the material needed in manufacture.
- Sustainable Practices: Recycling lead provides sustainable industrial practices targeting the achievement of set environmental legislations and goals.

Procedure for obtaining Scrap Import License in Mizoram
1) Registration with concerned SPCB/PCC- The importers must also submit an application in Form-16 to the State Pollution Control Board (SPCB) for their one-time registration. Upon receipt of the application, a site inspection is conducted by an appointed officer to confirm the presence of the required facility. Once it is confirmed that the recycler/importer possesses eco-friendly technology, technical expertise, and pollution control devices, the SPCBs/PCCs may choose to grant registration to the unit as a lead scrap recycler.
2) Import Permission from MoEF&CC: The import of Lead scrap under Code 7802 00 10 is allowed for registered lead waste recyclers without requiring a DGFT License, provided they obtain an import permit from the MoEF&CC. Importing used lead-acid batteries (ULAB) is only allowed for recyclers with automatic battery breaker units, but they must also obtain import permission from the MoEF&CC. The Importer must submit Form 5 of Hazardous Waste Rules, 2016. For this permission following information required-
- Valid Consent to Operate (CTO) and authorization
- Environmental analysis reports
- Workers' blood lead level reports
- Process flow chart and pollution control equipment details
- Air Pollution Control Systems specifications
- Photographs & Video CD of running plant
- Effluent Treatment Plant details
- On-site slag storage facility information
- Covered raw material storage area details
3) Certificate of Registration- DIC or District Industry Centre provides registration to MSMEs such as lead scrap importers. The registration procedure is regulated by the Micro, Small and Medium Enterprises Act of 2006.
4) Consent to Establish- Consent to establish operations for lead scrap importation is authorized by the SPCBs/PCCs under the Water (P&CP) Act, 1974 (25 of 1974) and the Air (P&CP) Act 1981 (21 of 1981).
5) DGFT permit- As the import of lead scrap (lead cells, lead batteries and lead alloys) falls under Chapter 85 of Electrical Machinery and Equipment and parts of the Import Policy (2017), a DGFT permit will be necessary for the importer. The DGFT mandates the submission of the following documents during the application process: DIC/Udyog Aadhar, NOC from MoEF&CC and CA certificate showing production/consumption data for the past three years.
6) Submission of Reports- As per reports of expert working group was constituted by the MoEF&CC in may 2020- The applicant must provide the following details regarding the import of lead scrap into the country: - Historical production data from the unit over the last five years - Documentation verifying the establishment date and commencement of operations of the unit - Records of any export activities involving high-purity lead, lead alloys, or lead compounds.
