The UKPCB is an official body of Department of Environment, Government of Uttarakhand as was established to assess and control pollution in the state. The main aim is to implement environmental statutes like the Water (Prevention and Control of Pollution) Act 1974, The Air (Prevention and Control of Pollution) Act 1981. From UKPCB, industrial emissions, wastes, and water discharge are closely observed to ensure that the environment is clean. The board also awards the No Objection Certificate (NOC), which is usually required for industries and projects to access before they commence operation to warrant compliance to set environment standards. The NOC is provided after scrutiny of the impact assessment of the environment, handling of wastes and measures undertaken in dealing with air and water borne pollution. It has also assisted in checking cases of environmental exploitation and resultant sustainable development of Uttarakhand, a state in the Indian region.
1. Red Category (High Pollution Potential)
Industries classified in the Red category exhibit the highest potential for pollution and are governed by strict regulations. They must undergo comprehensive environmental assessments prior to receiving the No Objection Certificate (NOC).

Industries in the Orange category present a moderate risk of pollution and are subject to less rigorous regulations than those in the Red category. However, they still necessitate diligent monitoring and pollution control strategies.

Industries within the Green category have a minimal impact on the environment. These sectors face fewer regulatory requirements and can secure the NOC through more straightforward processes. Basic pollution control measures are still necessary.

4. White Category (Non-polluting)
Industries categorized as White are deemed non-polluting and are not required to obtain an NOC. These sectors have minimal environmental effects and are exempt from consent obligations.

Consent to Establish (CTE)- This is the first consent required by an industry or project before the commencement of any construction or establishment of operations. It ensures that the proposed project or industry meets environmental standards and will implement adequate pollution control measures.
Consent to Operate (CTO) – After formation of the project and installing pollution control measures as per the CTE, the industry needs to attain CTO for starting operation. It confirms that all measures for controlling pollution are in good order and the industry being built follows set acceptable environmental standards in real operations.
Validity of Consents: It must be recalled however that the consent is usually a limited one as it is given for a number of years say, 5 years at most and expires at some point therefore requiring renewal.
Renewal of Consents: While the CTE should be renewed every five years depending on the category of the industry irrespective of years within five, the CTO is renewable depending on the validity of the original consent.
The renewal application requires industries to produce new compliance reports, assessment of performance of the pollution control systems among other documents.
